Job Responsibilities:
  • The ESS Officer is responsible for the following tasks but are not limited to:
    To take action to mainstream ESMF into project operations.

  • To identify the potential environment and social safeguards issues in accordance with the relevant national regulation/EIA regulation and WB safeguard policies and procedures.
  • Training of ASDP staff on overall ESSAF, and training and awareness raising of TVET schools in relation to their immediate requirements to ensure compliance with ESSAF/P
    Coordinating environmental and social commitments and initiatives with relevant government and non- government agencies.
  • Coordination of all social and environmental activities throughout the project cycle from conceptualization to operation and maintenance.
  • Monitor ESMF implementation across all stages of sub-project implementation.
  • Following up to expedite environmental clearances and in case of new construction to ensure the required land is free of any squatters, encroachers, other claims and encumbrances.
  • Develop safeguards reporting formats and maintaining environmental and social records including land acquisition documentation on established formats. Be responsible to ASDP in reporting on ESMF implementation status to various stakeholders.
  • Develop procedures and guidelines on Environmental and Safeguard for NIMA hostels in accordance with safety and hygiene principles to reduce the vulnerabilities of the boarders to some viral and contagious diseases.
  • Help contractors to understand and implement the concept of Occupational Health and Safety issues in their working environment.
  • Create an Occupational Health and Safety system for the contractors using the World Bank IFC’ EHS Guidelines available on website.
  • Guide NIMA students and others on how to keep the environment neat and clean.
  • Assess the potential adverse E&S impacts commonly associated with the NIMA and guidelines for how to avoid, minimize or mitigate them.
  • Establish a clear procedures and methodologies for the E&S planning, review, approval and implementation of ASDP funded institute;

    Develop an initial Environmental and Social screening system :

    Together with Gender Officer advise and coordinate with the NIMA teams to carry out relevant social and environmental surveys for all ASDP funded institutes;
    Help the project to mainstream the ESMF in the project life cycle, e.g., monthly/quarterly meetings whichever is the case, M&E, reporting system of the project, supervision mission by the project leadership;
    Carry out other tasks at the request of the NIMA Coordinator and Project Manager;
    Organize/conduct consultations meetings with all stakeholders (TVET schools, communities, contractors).
    Integration of environmental, social and safety measures into contract document
    Conducting periodic site inspection
    Maintaining necessary environmental and social records and assisting Project Manager for reporting ESMP implementation status to various stakeholders
    Preparing environmental and social budget and maintaining records of expenditure
Job Requirements:

BSc in social, environmental science

At least four years of relevant national experience;

Working knowledge of English and good command of national languages (Dari/Pashtu) required.

Computer Knowledge of MS. Office;
