Job Purpose:
The Human Resources Development Officer plays a vital role in the efficient management and development of human resources within the Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS) programs. They are responsible for implementing HR strategies, policies, and programs to attract, develop, and retain qualified staff members. Additionally, they oversee training and development initiatives to enhance the skills and competencies of healthcare workers
Job Responsibilities:
  1. Assist program supervisors and program officers in the planning and implementing of health programs.
  2. Provide weekly, monthly and quarterly report of project activities to Project Manager
  3. Develop monitoring and evaluation frameworks to assess the effectiveness of HRD and HQIP interventions.
  4. Follow all JACK operational guidelines, policies, procedures and objectives; continuous quality improvement initiative works/ performance.
  5. Collect, analyse, and report data on key performance indicators related to HRD and HQIP activities
  6. Maintain accurate and up-to-date employee records, including personnel files, attendance, and leave records
  7. Develop and implement performance management systems to evaluate employee performance and productivity.
  8. Identify training needs and develop training programs to enhance the skills and knowledge of healthcare staff
  9. Participate in Provincial Joint Monitoring activities
  10. Identify and share with immediate supervisors any problems which interfere in the delivery of services or in achieving the program objectives and provide report to his/her immediate supervisor.
  11. Coordinate and facilitate training programs for healthcare staff to enhance skills, knowledge, and competencies.
  12. Monitor staff performance and provide feedback to support professional development and career progression.
  13. Design and deliver training sessions on quality improvement methodologies, patient safety, infection control, and other relevant topics
  14. Organize monthly coordination meetings with all HF in charges, discuss their problems and provide appropriate feedback on HMIS to them.
  15. Perform other duties assigned by immediate supervisor.
  16. Evaluate the performance of the health facility staff annually

 

Job Requirements:
  • The HRD Supervisor must have the qualification of MD doctor preferably diploma holder
  • experiences should have BPHS/EPHS implement experience and data analysis  of management, report writing and training, knowledge of supervision, monitoring and evaluation for at least four years and fluently in local and English languages.
  • She/he is responsible for the planning, organizing, implementing, supervision /monitoring of all project activities having excellent Computer Skills and MS Office knowledge, particularly MS Excel.
  • Fluency in English and Local Language (Pashto and Dari) and Good communication skills and ability to work in a team.
