Job Responsibilities:
  • Ensure that project monitoring and evaluation arrangements comply with SR agreement, UNDP, and Global Fund policies.
  • Contribute to the finalization of project Monitoring and Evaluation Framework for the Global Fund Combined grant (HIV, TB, RSSH, Malaria).
  • Organize and facilitate quarterly SR/PR coordination/review meeting.
  •  Provide support to national disease programs (Tuberculosis, HIV, and malaria) in HTM disease components data collection and cleaning process.
  • Prepare and update project Monitoring and Evaluation plan and conduct regular monitoring visits to the field.
  • Facilitate review of progress on a quarterly basis; problem solving and development of remedial actions ensuring any disparity between planned and actual outputs is addressed.
  • Assist project manager and project team in the identification of potential implementation problems and bottlenecks and recommend appropriate strategies to address them.
  • Lead and prepare project quarterly and annual programmatic progress updates as per agreed template, timelines and frequencies and submit to UNDP along with its supporting documents (field data reports, consumption reports, M&E reports, training reports and others).
  • Participate in the quarterly M&E technical working groups for HIV, TB and Malaria.
  •  Follow up on implementation of audit and evaluation recommendations.
  • Collaborate and coordinate with national disease programs and other organizations on monitoring and evaluation issues.
  • Facilitate conduction of M&E and HIS training and/or capacity building to personnel of MoPH, SR and implementing partners involved in the implementation of GF grant.
  • Conduct supervision to the health facilities in the provinces including joint visits with national programs and other agencies and follow up of findings using tracking sheet.
  • Regularly review and analyze programmatic data (HIV, TB and malaria), tracking programmatic indicators results to inform about gaps, deficiencies and devising timely corrective measures with the respective bodies/stakeholders. 
  • Provide the necessary support to the provincial focal points on grant implementation particularly M&E related tasks.
  • Liaise and coordinate HTM disease components M&E activities and issues with M&E analyst/Associates and Program Specialist/Analyst at UNDP and respective MoPH departments.
  • Any other task as assigned by the project manager and UNDP-GF program M&E analyst/Associates.
Job Requirements:
  • Bachelor’s degree in medicine & health, or a related field would be desired, but it is not a requirement.
  • At least three-year experience in the field of M&E/ Health Information Systems
  • Experience and knowledge of HIV, TB and malaria would be an asset.
  • Working knowledge of English and fluency in local languages (Dari and Pashto)
  • Working knowledge of MS. Office (MS. Word, MS. Excel, and MS. PowerPoint)
