Job Purpose:
This is a full-time position based in Parwan, Afghanistan. The Senior M&E Officer will lead all Monitoring and Evaluation activities in the provincial level and support the coordination of data collection, compilation, consolidation and analysis to track the CBE projects activities, monitor progress and support impact measurement at the provincial level; as well as ensuring production of timely and quality monitoring reports. The Senior Monitoring and Evaluation Officer is reportable to JACK Provincial Education Manager. The followings are the main responsibilities of Senior M&E Officer: Ensure that CBE project activities in line with CBE program quality principles and standards, donor requirements, and good practices. Conduct monitoring and evaluation of program assignments in Parwan. Support in standardizing monitoring and evaluation activities in Parwan. Support in developing data collection methodology and tools. Compile and update monthly output tracking sheets (M&E matrices), online reporting, monthly M&E reports. Support the social organizers and other provincial project teams to improve quality of monitoring, evaluation, and accurate reporting, including training on M&E tools; Support field staff to implement project level assessments, baseline survey using ODK/ mobile data collection methods, outcome measurement, training and supervising of social organizers, data entry and analysis; Support the use of digital-based data collection using mobile phones/tablets; conducting regular monitoring visits from projects’ activities and reporting monitoring findings with relevant staffs to the central office. Regularly monitor project activity and report the success, short comes and challenges with the central office. Ensure the MoE’s latest CBE policy has been fully considered in all phases of CBE project implementation in Herat. Ensure the quality of the education program through regular monitoring. Ensure that Field Monitoring plans are achieved on time. Develop M&E tools for gathering information/data from the field and keep up to-date data required for timely and quality reporting; Act according to the policy and regulations of JACK and education directives. Report monitoring data in a timely manner to relevant program and managerial staff. Support in data management and development of clear information flow between program and monitoring and evaluation staff, as required Develop monitoring and other required data collection forms in ODK/Kobo platforms. Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding staff under her/his supervision, in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules. Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards. Ensure project documentation for assigned activities is complete with all required documents and are as per agency and donor requirements. Identify challenges in the implementation of project activities with the team and offer ideas for potential solutions. Any other task assigned by the supervisor.

Job Requirements:

Job Requirements

  • Minimum of 5 years’ working experiences on similar positions of CBE Education Program with national and international NGOs.
  • Bachelor Degree in Education, Social Science, Economics or any other related field (Master’s degree is preferred)
  • Required Languages – Excellent Pashto and Dari reading, writing and verbal skills, Fluent in English, reading, writing and verbal skills.
  • Travel – The position will be based in Parwan with frequent travels to the districts.
