Job Purpose:
The RMNCH Coordinator will work under the direct guidance and supervision of Technical Director. He/she will be responsible for effective and efficient management and coordination of the RMNCH activities and achieving the project objectives and targets within the project timeframe and budget as well as quality. He/She will lead the RMNCH project activities in close collaboration with the JACK provincial health offices especially provincial RH officers, Provincial Public Health Directorates, UNFPA, WHO and UNICEF. This includes the management of the all JACK related FHH, s mainly 25 newly established FHH,s in Nangarhar and Kunduz provinces. She/he will directly report to JACK technical Director and will be a full-time staff member of the department. She/he will ensure timely implementation of RMNCH related project activities according to project implementation plan and donor requirements.
Job Responsibilities:
  • To contribute in  improving knowledge & practice of the  provincial RH officers and midwifes through supervision & on the job training regarding the RMNCH  activities
  • To assist health facility including FHH,s staff particularly midwives in the planning and implementing of project activities
  • Provide technical support to the provincial RMNCAH units in arranging weekly ,monthly, quarterly, semi-annually, and annual review meetings and workshops
  • Lead the communications and reporting on the RMNCH activities, this includes quarterly bulletins, and project reports.
  • Present RMNCH project progress activity reports at provincial and national forums as needed.
  • Conduct a detailed training needs assessment for each targeted province on RMNCH related activities
  • To ensure that all relevant staff especially provincial RH officers  are aware from project work schedule and updates
  • To ensure that progress against project key indicators (RMCNH indicators) are updated on monthly base at main and provincial offices
  • To closely monitor the performance of RMNCH key indicators versus set targets on monthly basis and makes sure effective action plans are developed to achieve RMNCH  targets both at central and provincial level;
  • To ensure that all the RMNCH related programs and activities meet the  Maximum STANDARDS for staffing and services as reflected in the approved contract and donor requirements.
  • To conduct slide presentation to all sub office co-workers on RMNCH policies, strategies and supervision system related to his/her field of expertise based on JACK capacity building unit developed orientation plans;
  • To ensure that RMNCH checklists are implemented in each health facility  once per quarter;
  • To establish/maintain tracking system of RMNCH  main activities at central and provincial level to systematically measure the progress;
  • To provide and submit on time mission/activity reports to his/her line supervisor on daily/ weekly base (written document or e-mail); 
  • Develop a detailed ‘monitoring and reporting’ plan on RMNCH activities for each province.
  • Develop the overall  RMNCH project implementation plan, approaches, management tools, and materials in close coordination with technical director;
  • Organize regular  RMNCH related project coordination meetings with the project teams at central and provincial level
  • Support and closely coordinate with JACK’s HR Department in the overall recruitments of project technical staff (development of ToRs, shortlisting the vacancies, preparing the tests papers, reviewing them, interviews, and other required procedures;
  • Ensure all the project activities, records, and required documents are adequately prepared, processed, compiled, and filed according to JACK’s procedures & donor requirements and shall be available anytime;
  • Assess the activities undertaken and ensure efficient & effective use of resources;
  • Undertake regular field visits to provide technical guidance and supervision as well as regularly monitor the progress of RMNCH  activities especially monitors and supervise progress of P4P indicators in HFs of target provinces;
  • Ensure lessons learned are documented, shared, and reflected in project planning and decision makings;
  • Provide regular and timely updates on progress and challenges to the technical director and other JACK senior Management team;
  • Draft (internal) weekly, bi-monthly & monthly narrative reports and contribute to the development of consolidated monthly progress reports;
  • Contribute to the drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided;
  • Ensure complete implementation of training plan for relevant projects;
  • Any other task relevant to the project implementation.
Job Requirements:
  • Medical Doctor, Master Degree in Public Health will be an advantage;
  • At least 3-5 years professional experience, in the area of project management especially RMNCH, capacity building, monitoring and evaluation of RMNCH  programs, as well as proven experience in leading national wide health projects;
  • Fluency in speaking Dari, Pashto and English languages as well as professional business writing skills; and
  • Proficiency in Microsoft Office software applications and data analysis software.
  • Excellent knowledge of the Afghanistan health system, BPHS/EPHS program, RMNCH project implementation, national RMNCAHD strategic priorities and MOPH national policies and strategy;
