Job Purpose:
The Livelihood Officer is reportable to JACK Project Manager. The Livelihood Officer will spend some of his/her time to provinces for supporting the projects. The following items are the main responsibilities of Livelihood Officer: The Livelihoods Officer will be responsible for planning, implementing, and evaluating all livelihood activities. He is responsible for reporting on livelihood activities, successes, setbacks, and plans. Responsible for providing technical guidance and support to Community Development Workers involved in implementing the activities. The Livelihoods Officer liaises with the extension worker to coordinate the location of livelihood activities and consistency of beneficiary identification. He will develop an activity plan for the livelihoods activities and ensure that the required materials and inputs are availed on time to the places of use. Coordinate the implementation of the livelihood interventions in the project areas. Plan logistics of distributing inputs and other provisions to beneficiaries. Oversee implementation of project activities and ensure that project targets and grant objectives are met. Develop and implement annual work plans and M&E plans pertaining to livelihoods activities Visit project sites to track progress and ensure proper implementation of project activities Document project activities, project updates, future plans, success stories, achievements, best practices, and lessons learned. Review and provide feedback to monitoring and evaluation reports as well as acting on findings from the monitoring data. Provide technical support to the Project Manager and Agriculture specialist task team. Management of livelihood resources as identified in the project document in the field. Implementation of livelihood operational plans in the field. Development of livelihood assessment plan at the community level

Job Requirements:

Qualifications:

Experience and Skills:

• At least 2-4 years practical experience with Bachelor degree on implementation of livelihood initiatives.

• Proven experience in conducting assessment and analysis of livelihoods and MSMEs support related activities.

• Strong knowledge and understanding sub-national institutional contexts of Afghanistan, particularly Central region.

Education: University degree Short-term trainings on management will be considered as added value to the qualification

• Strong interpersonal and communication skills.

• Excellent English written communication skills, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports.

• Ability to speak, read and write technical and conversational English.

• Ability to understand new terminology and concepts easily and to synthesize information from different sources into a coherent project document.

• Skill in negotiating effectively in sensitive situations.

• Skill in achieving results through persuading, influencing, and working with others.

• Skill in facilitating meetings effectively and efficiently and to resolve conflicts as they arise.

• Maturity and confidence in dealing with senior and high-ranking members of international, regional, and national institutions.

• Displays sensitivity and adaptability to different cultures, genders, religions, races, nationalities, and age groups.

• Good oral communication skills and conflict resolution competency to manage inter-group dynamics and mediate conflicting interests of varied actors.

• Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships.

Language Requirements:

Proficiency in written and spoken English and fluency in the national languages (Dari / Pashto).
