Job Responsibilities:
  • Assist finance officer in the preparation of monthly procurement plan according to the priorities identified by the CBNP project in consultation with the Project Coordinator and Finance Manager at central office.
  • Establish regular contact with provincial stakeholders.
  • Establish and maintain smooth working relations with provincial authorities particularly with BPHS Project Manager.
  • Provide and maintain the supporting documents for all purchasing and submit to finance department for payment process.
  • Ensure the JACK procurement policies and procedures are being fully implemented
  • Organize for the purchase and delivery of goods to support the project and its work.
  • Receive and distribute goods in a professional manner (count goods in and out make sure that paperwork is complete).
  • Oversee the stores.
  • Ensure that all logistics and stores paper work is properly completed and stored (e.g. delivery notes stock cards).
  • Provide support to the CBNP project in all logistics matters.
  • Coordinate the disposition of all rental vehicles for CBNP project and assign vehicles for staff transportation needs.
  • Coordinate the activities of drivers as well as rented vehicles
  • Preparation of monthly reports/ timesheet of all rental vehicles per rules and regulations.
  • Inventory Stock arrangement and keeping track of coming in and going out of materials to logistic stock
  • To visit and supervise project sites as required and asked by his supervisor
  • Keep track of Purchase Orders and requisitions and to follow up the procurement policies of MMRCA
  • Assesses and organizes logistics in terms of transport requirements receipt handling storage and distribute on of relief items and establishes proper warehousing and recording systems including assets.
  • Establishes a detailed procurement programme plan to determine appropriate specifications of required items according to established guidelines and procedures and in coordination with Finance Manager.
  • Liaises and keeps close contacts with Finance Department and Program Department and assists them in all matters pertaining to logistics and procurement.
  • Carries out regular trips to ensure that relief material forwarded to projects has been received and properly accounted for at their destinations and in case of loss or damage follow up with clearing agents.
  • Devises methods of stock control closely monitors warehousing management and regularly submits situation reports on stocks equipment and prepositioned goods.
  • Prepare supporting documents for all purchasing like (request request for quotations quotations analysis purchase order GRN bill etc) and submit to Finance department for payment process
  • Provide training materials needed for participant like refreshment food stationary etc
  • Maintain a proper inventory system and tag all the inventories with standard tag numbers.
  • Undertakes other duties as required. 
Job Requirements:
  • At least 4 year work experience in Procurement and Logistic
  • Bachelor degree is preferred
  • At least 2 years’ experience to the relevant position.               
  • Familiarity with Parwan Province.
  • knowledge of English language (verbal and written)
  • Proactive approach to solving issues in relative position and Finance.
  • Ability to work both independently and as part of a team
  • Ability to create a supportive working relationship with all project teams
  • Ability to work under pressure
  • Ability to work on Microsoft Office, Excel, World
